Page: 'Be a Canadian citizen (Permanent residence is not sufficient)'; candidates outside academia (e.g. artists) with recognized professional standing eligible; PhD or equivalent terminal/professional degree; not a dual US-Canadian citizen; no US PR; not lived abroad 5+ of last 6 years.
